Preheat oven to 400 degrees F. Place apples and chiles in a heavy saucepan with sugar, vinegar, garlic, and water.
Bring to a boil over medium heat. Lower the heat, partially cover the pan and simmer, stirring occasionally, for 30 minutes. Water should be nearly evaporated.
Cool slightly, adjust seasoning to taste. On a parchment-lined baking sheet, place the Brie on top of the Pastry dough and wrap it all around. Brush the outside with egg wash and place in oven for about 20 minutes or until golden brown.
Remove, top with chutney and serve with rosemary and crackers.
