Preheat oven to 375 Degrees F.
Combine mustard, lemon juice and half of the chives. Spread on chicken. Sprinkle with lemon pepper and bake at 375 degrees F. for 35-45 minutes or until done. Top each chicken with a slice of Ile de France St. Agur cheese and place back in the oven until just melted, a few seconds. Garnish with lemon zest, lemon wedge, the rest of the chives and flowers. Place on a bed of black rice and serve.
